The man, who was caught on video on December 20 stealing a woman’s purse from under a desk, has been arrested and charged.  Steven Richman, age 50, who had been living in London most recently, was arrested on December 22 around 10:15 AM in the downtown area in regards to another theft matter.  It was learned that he was wanted on a Canada Wide warrant for a parole violation.  When arrested, he was wearing the very same distinct clothing as depicted in the purse video.  He remains in custody.
